Use of Mobile Phones Prohibited for EVV Transactions

As a reminder, Texas Health and Human Services (HHS) prohibits STAR Health, STAR Kids, STAR+PLUS and STAR+PLUS Medicare-Medicaid Plan (MMP) providers from using mobile/wireless phones for Electronic Visit Verification (EVV) transactions. HHS EVV Business Requirements state that EVV transactions must be logged using the HHS-approved Small Alternative Device (SAD), or a member’s home landline telephone.
Through extensive research, Superior has identified and examined EVV transactions linked to mobile/wireless phone numbers that do not meet the criteria outlined by HHS. As a result, Superior will proceed to recover funds paid on claims that have been deemed invalid.
Superior will provide written notification to providers impacted by the recoupment. These providers will have the option to file an appeal, with submission of supporting documentation that reinforces the definition of a valid EVV transaction as outlined by HHS. Similar reviews are expected to occur in the near future to ensure visit transactions adhere to EVV business requirements.
Please note: Superior has two years after the receipt of a clean claim to complete all audits and recoup payment.
